Dealer Rules: The Dealer will always Hit a soft 17. Vegas Downtown Blackjack
is a Hole Card game and as such the Dealer will
always check for a Blackjack when he has a Ten or Ace showing via his upcard.
Player Betting Options: A player may Double Down on any 2 cards.
Aces however can be re-Split but only one card will be dealt to a Split Ace.
If you are dealt any two Ten valued cards then you are permitted to Split them.
